The design of the FDQC standards encourage candidates to progress within NVQ Levels 1, 2 and 3 as the following are included:
1. The 3 mandatory units at Level 1 are included as mandatory units for Level 2.
2. The 28 optional units in the Level 1 are included for the Level 2, two of those become mandatory units.
3. Candidates need to achieve 6 units for the Level 1 and these can then be topped up with 4 other units from the Level 2 to meet the Level 2 NVQ requirements (this however may be six units required if they did not complete the appropriate optional units at Level 1 as there are an additional 2 mandatory units at Level 2)
4. The mandatory unit 1 in the NVQ Level 3, is an optional unit in the Level 2 NVQ. Also a second optional unit from the NVQ Level 2 is contained within the NVQ Level 3 optional unit listing.
The NVQ Level 2 Food and Drink Manufacturing Operations is included within the Food and Drink Modern Apprenticeship framework as a mandatory outcome. This encourages candidates to enhance their opportunity to advance from the FMA to the AMA.

The standard setting body has identified that the units based on food and personal hygiene are crucial aspects of the food and drink manufacturing NVQs.
Therefore in addition to the usual verification procedures external verifiers will verify these hygiene units for All assessors in a centre through the external verification system each year. Anomalies and concerns will be reported to the standards setting body via the awarding body and these will be discussed and resolved at the regular meetings and also at the Awarding Body Awards Board meetings.

Unit 2: Maintain hygiene standards in food and drink manufacturing operations.
The Awarding Body will keep a log of assessors sampled to ensure that the requirements of the assessment strategy are being met. A log will be printed for external verifiers in preparation for their EV visits to ensure every assessor is sampled each year. Where centres have a candidate group of between 1 and 500+ in size, each year the external verifier will verify a sample of candidates for each assessor a minimum of 15% or 5 candidates whichever is higher.
Candidates must complete all units in Group A, Mandatory Units.
Candidates must also complete three units from Group B, Optional
Units.
