ABBE Level 3 NVQ in Built Environment Development and Control

Qualification summary

At level 3 the qualification has been designed for people working in the fields of planning (including planning administration, enforcement and technical activities), conservation and building control in a variety of support roles. This may involve dealing with a variety of tasks whether submitting/assessing applications, or advising/organising projects. They may be working for local authorities and other public organisations, or as approved inspectors or in private sector consultancies. The N/SVQ provides a means of recognising the competence of members of the profession in general and is aimed primarily at support staff.
In order to appeal to as wide an audience as possible the NVQ has been designed with a very flexible structure. Candidates are required to complete a total of six units in total that includes three mandatory Core Units.

These two awards enable immediate progression in itself from the level 3 to the level 4 award. ABBE will be working with The National Trust to use the award to qualify its applicable workforce. The FE/HE world increasingly recognise vocational awards as a valid entry route onto academic awards.

ABBE will deploy enhanced sampling for this award. ABBE will encourage a case study approach and holistic assessment. Enhanced sampling means that on a sample basis via the External Verifier, ABBE checks that the assessment judgements made by the centre are valid and reliable.
This qualification accreditation provides pathways to the following qualifications:

Level 3 NVQ in Built Environment Development and Control (Planning); (Conservation); and (Building Control).

All candidates must complete the Core Unit in Group A.

For the Planning pathway candidates must complete the one essential unit in Group B plus any two other optional units from Group C.

For the Conservation pathway candidates must complete the essential unit in Group D plus any two other optional units from Group E.

For the Building Control pathway candidates must complete the essential unit in Group F plus any two optional units from Group G.
