Qualification summary
This NVQ is now a benchmark qualification in health and social care. It is in line with a large number of initiatives and codes of practice, including national service standards in social care and the Agenda for Change in the NHS.
Offering a flexible and wide range of optional units this NVQ has been designed to address the increasing number of new job roles, new types of services and settings, joint working arrangements and the need to continually update and extend skills. The flexibility of the qualification structure builds on the induction framework and greatly assists achievability and relevance for the Health and Social Care sectors.
Building on induction frameworks the qualification is designed to offer clearer opportunities and incentives for progression and further development whilst establishing workers’ competence to practise safely.
At level 4 the qualification, which offers separate pathways for care of either Adults or Children and Young People, is designed to be relevant to a wide range of senior practice and supervisory or management roles within health and social care. They cover managerial duties in addition to the assessment of individual needs and the planning and review of care programmes. In bringing together a mix of advanced practitioner work and first line management responsibilities there is a clear link to Management
NVQs for those managing both Adults and Children’s services. Units are included to strengthen and reflect the current demands on managers such as procurement and tendering, risk management, effective governance and domiciliary care management.

City & Guilds is signed up to the Assessment Strategy determined by the Sector Skills Councils which states that the preferred means of assessing this qualification is through observation of a worker’s performance within the normal work role. The assessment strategy supports the use of a range of assessment methods, which include: direct observation, expert witness testimonies, direct questioning, work products, APEL and simulation (where the latter is specified as acceptable). The methods used should be appropriate to the unit evidence requirements specified in the City & Guilds Level 4 NVQ in Health and Social Care Standards and Assessment Requirements. Wherever possible, a single piece of assessment evidence may be used t meet several assessment criteria, thereby reducing the burden of assessment for the learner.
Independent assessment is by means of the City & Guilds external verification process agreed with QCA as part of the Part A submission to offer its quality assurance procedures. Adherence to these requirements will be monitored through the systems of internal and external verification sampling, which includes the implementation of equal opportunities policy. City & Guilds adopts a robust risk assessment strategy system, involving the use and evaluation of scannable reports, to ensure and safeguard the integrity of the assessment process in its centres.
